    Seems like the populations of each tier should be increasing as you go down. It's hard to imagine most people in the world are on the second-highest level.

      Maybe another way to interpret this is that the third level is currently only showing those who are alive.

    It's a reference to current floods and climate extreme events. It's a bleak reminder that we won't face the climate crisis equally, and that the one who are causing the most environmental damage are the ones who won't face any of it's consequences.
